Some claim that the number is drawn from California criminal codes used to punish the use or distribution of Marijuana, but in fact, the state's 420 code actually applies to obstructing entry on public land. Others believe that 420 is a police radio code or even elude to a Bob Dylan song "Rainy Day Women #12 & 35" and its lyric, "Everybody must get stoned." By coincidence or not, multiplying 12 by 35 gets you 420. Seems a bit of a stretch. And Dylan himself has never confirmed any link.
A last, more plausible theory is the legend of Waldos. As submitted by the curator of the Oaksterdam Cannabis Museum in Oakland, California, Chris Conrad, 420 started as a secret code among high schoolers in the early 1970s. A group of friends from San Rafael High School in Marin County, California called themselves Waldo’s meeting at 4:20 pm to get high. The reason 4:20 pm was the ideal time was that school was over but parents weren’t home. This fitting time of day meant that they had an unsupervised window to kick back, have fun, and smoke weed.
